We have far more water than we need for fighting fires. The fires are due to bad forest management over the last 100 years, and especially after environmentalist blocked belated efforts to thin the forest, while at the same time killing the logging industry.

As for the dry weather - the west has a long history of droughts and of floods. We are in one of the droughts.
