There is a good reason for a weight tax — increased wear on the roads leading to higher maintenance costs. But I think that’s normally done for large trucks.

A problem with hydrogen is it’s has a low amount of energy per volume — energy density. You have to compress it to make it at all usable, and compressing then decompressing is, by classic thermodynamics, an energy consuming process.
