The article clearly shows that the rate of gun violence — specifically, gun homicide — is directly tied to culture. We can debate the causes of the cultural differences all day, but the 40:1 ratio of gun homicides of black males to gun homicides of white males is telling, especially if you add the missing fact that the black homicides are virtually all interracial.

Also, the high rate of gun violence in most other countries in the Americas suggest again a major cultural component.

Now, in the unreachable (fortunately) world where Americans are deprived of guns, the gun homicide rate would drop very low. But… the homicide rate in England, formerly very low, is rising rapidly and guns and even knives are controlled there.
