Kherson is mostly well above the level that would flood.
As to Russian soldiers, they have lots of bad soldiers. It's baked into their system. The get people from dirt poor areas, mostly non-Russians, give them little training, and put them under NCO's and officers who are so corrupt that they steal the supplies and sell them on the black market.
Meanwhile, those soldiers do what Russian soldiers did in WW-II, rape, pillage, and massacre civilians.
When it comes to fighting, they aren't that great. How could they be given their organization. Even the special forces have done poorly in this war.
Sure, there are some decent soldiers there. But the Army as an institution does not produce them, and often discourages or corrupts them. Russia tried to correct this some years ago, but gave up own it.
