It will not work politically. Decarbonization, and some other environmental goals, have taken on aspects of fundamentalist religion. Environmentalists will object to this, the same way they object to natural gas (which led to the US lowering its CO2 footprint) and nuclear power.
Modern environmentalism isn't about "saving the planet." It is about forcing mankind to suffer - a form of penance needed psychologically by many environmentalists.

You present a plausible argument however there is no proof either way. What is completely absent is a cogent, coherent US strategy. Pulling out of the agreement without a plan was hasty and dangerous. Now all we have is a slow moving stalemate culminating in some nasty outcome.
