If orbital power generation makes sense (which I doubt due to the massive scale and cost), lower orbit makes sense, too. With the ability to steer beams, and with very high power transmission capability between hubs, it could be done.

Still, I don't think there is an ecomic case that can justify the enormous cost - even if Starship can bring down cost-to-orbit as much as the true brilliant Elon Musk hopes.
